You can't deter suicide bombers with threats of jail, because they're already willing to give up their lives for their beliefs. So how do you stop them? Threaten them with the annihilation of their entire family, and suddenly entire families and communities come together to put a stop to any such activity because they don't want to be killed or associated with anyone who might get them killed. It works.

Too drastic. Punishing the IMMEDIATE family of the terrorist who murders innocents would deliver some level of deterrence. Not enough to stop some attacks, but every batch of innocent adults/children saved, would make these drastic measures worth it.
