This only happens for me on my tablet, I know it happens with Firefox but I don't know about other browsers. It's also something that only started in the past couple weeks. When browsing through a thread, if a clickable link such as the quote/reply buttons or a page number are within about the thickness of the navigation header at the top, of that header the link won't be clickable. Scrolling down the page will allow it to be clicked.

I've had the same issue with my Mac laptop running Chrome browser. I think the bandwidth is getting overloaded from all the three letter agencies spying on us.

It happens on PC too. The "about" and "light/dark" buttons are causing this. In my opinion, there really isn't a need for them to be so accessible. It causes a slight inconvenience (which happens often).
