It is not uncommon for articles (a, an, the), prepositions (of, for) and conjunctions (and) to be left out of acronyms and initialisms. The goal of both is to function as a cue when referring to a long and boring series of words that are more easily remembered in their shortened form. Therefore, depending on the situation, keeping or omitting certain articles, prepositions or conjunctions can result in the acronym or initialism being remembered as a new word or a short series of letters. The goal is to make the new term as easy to speak and remember as possible compared to the original long series of words.

Yes, it is ironic that I have answered your response in such great detail considering the acronym you used and my opening post, but life is full of irony.
