Because Obama was trying to appeal to the GOP (it was based off their own model) and to limit drug prices would require regulations limiting the free market the Right defends at every expense.

So, once again (you seem to be ignoring my posts), how do you think the GOP are going to limit drug prices without any kind of regulations?
