A fair amount, not total control but not nothing either. I actually think Trump will be pretty good for NASA. It's an organization that does well with big grandiose plans and that's the sort of thing Trump thinks about.
I would rather see a Mars mission myself but a good Moon plan that involves concepts like a space base to launch interstellar missions from would make Mars a lot more viable. It's a good chance to build a space elevator from the Moon to such a station as well.
