Need Help Finding Video

I'm searching for a video I watched right after 9/11. It featured a woman who was the assistant of someone important and she spoke of the three ways the government would take our liberties. One was terrorism & one was asteroid. I keep thinking the third was a fake alien invasion but I could be wrong. I used to have it bookmarked on an old CPU but in the transition, I lost it. Can you help me find it? I need it for a discussion I'm having elsewhere. Thank you for your assistance in advance.
