They didn't give them syphilis you got it backwatds. There was an epidemic and they denied the cure instead giving a placebo. But the army did far worse than that when it came to experiments. But in thus it wasn't the fact 5hey were black it was they had an epidemic in an area that it could be contained. So they were not afraid it would go further and some one thought it was a good idea to see the full effects and the cure rates without drugs.
I think the absolute worst was during nuclear testing posting thousands of military down wind from nuclear blasts. They knew it would be harmful but wanted to track the long term effects. Governments some times have a very warped idea about what is right and wrong.

Incorrect. They did in fact inject them with syphyllis to see the effects that it had on Black men. Past presidents have acknowledged this fact. Clinton apologized to surviving family members. Japanese? How long was that? How long were Japanese slaves, then second class?
Did they have family money? Were they allowed to practice their cultural traditions?
