Federal agencies are rushing out a final volley of executive actions in the last two months of Barack Obama’s presidency, despite warnings from Republicans in Congress and the reality that Donald Trump will have the power to erase much of their handiwork after Jan. 20.
Regulations on commodities speculation, air pollution from the oil industry, doctors’ Medicare drug payments and high-skilled immigrant workers are among the rules moving through the pipeline as Obama’s administration grasps at one last chance to cement his legacy. So are regulations tightening states’ oversight of online colleges and protecting funding for Planned Parenthood.

The good news is that Republicans can stop most of what Obama is about to do. I don't care how much of a partisan you are, the story above describes why unopposed rule by one party is not a good idea in the long term. Things can get out of hand too easily.

Uhh you do realise that the Republicans will have exactly that, unopposed rule next year?
Executive actions are any informal proposals or moves by the president. The term executive action itself is vague and can be used to describe almost anything the president calls on Congress or his administration to do. But most executive actions carry no legal weight.

a rule or order issued by the president to an executive branch of the government and having the force of law.

That means next to nothing. People always get worked up over things he does with the word "executive" in it. It is like they don't have any idea that only "executive orderers" truly matter.
