Looks like an archive of the site. I downloaded one of the Cablegate archives, opened it up and it was filled with HTML docs. Opened one of those and the searched WikiLeaks by the identifier: 09BEIJING2438.

There are some hot stuff even old ones.. Angela Merkel pdf. Julius Baer ( Banker ) writes to Angela that they are closing all their accounts in Baer as it is not their policy to hid funds which are used to execute payments to german politics and saying it is suspicious. Lates transaction in that letter was in amout of 1.2 million USD..

Possibly an FBI fake--disinformation--or stunt.
