Hillary would be the tree...the apple (chelsea) falls from the tree but not far....meaning they are very similar.

I'm sure others have chimed in but I will throw some out there as well...Apples and other fruit, when they fall from the tree they fall straight down...They don't normally fall outside the diameter of the tree branches...The apple is the product of the tree as the baby is the product of the parents, or mother...

It is in effect saying whatever the tree is, so is the apple...The apple will grow up to be identical to the tree that produced it...Thus it is a way of saying, 'like mother, like daughter'...Two peas in the same pod...The expression is used when an offspring appears to be following the path that the parent took...
