No I don't believe it. The facts don't bear it out. The methods of population reduction you cite aren't effective. Chemtrails? Seriously? Actual methods being used are effective without[so far at least] resorting to genocide. Check This

Serious concern about overpopulation hasn't been on the agenda of top leadership until recently. They are inherently optimistic and have not seen it as a problem.

Interesting! Could be social psychological methods applied, or indirect a consequence of countries getting developed, more wealth and well being until old age, no need to have offspring that will take care of you later in life, baby mortality decrease / overpopulation decrease - paradox too
