I'm not sure it does. For one, I don't know at whose expense this was done against. Second, he did the smart thing before having to stop maintaining his lifestyle. Not to mention, during that time he was employing many people, effectively maintaining their lifestyles as well.

This isn't a conspiracy, it's the Clinton Foundations Tax Exemption Form from 2014 which is available online as per FOIA.

The "charity" brought in 178 Million and spent only 5.1 million on charitable grants.

Like Hillarys emails, if he isn't charged or in jail then theres nothing there to see right ?

It has nothing to do with FOIA. Non-profit tax reports are a matter of public record. You can even look up Trump's foundation.
But perhaps you are mistaking grants to other charities with amounts spent on internal programs? Maybe if you learned how to read a financial statement.

The foundation was given no rating because they did not present their reports in a manner which was compatible with Charity Navigator's system. At the request of Charity Navigator, they did so and were rated. Very highly.

“We had previously evaluated this organization, but have since determined that this charity’s atypical business model cannot be accurately captured in our current rating methodology,” Navigator says. “Our removal of the Clinton Foundation from our site is neither a condemnation nor an endorsement of this charity. We reserve the right to reinstate a rating for the Clinton Foundation as soon as we identify a rating methodology that appropriately captures its business model.”
