No. Ozone is a pollutant in the lower atmosphere. The ozone layer is caused by solar radiation, not storms.

Ozone is pimarily made by electrical discharge in O2, or lightning, creating the O3 bond.

1 molecule of CFC can destroy 100's of O3 molecules, an almost perfect catalyst. The lateast 'Greencool" refrigerant is just as deadly, only it's heavier so it will take another 10 years to reach the upper atmosphere.

Ozone is pimarily made by electrical discharge in O2, or lightning, creating the O3 bond.

In the lower atmosphere it's produced primarily by sunlight.
In the upper atmosphere it's produced by sunlight.

Ground level or "bad" ozone is not emitted directly into the air, but is created by chemical reactions between oxides of nitrogen (NOx) and volatile organic compounds (VOC) in the presence of sunlight.

Emissions from industrial facilities and electric utilities, motor vehicle exhaust, gasoline vapors, and chemical solvents are some of the major sources of NOx and VOC.

Fine, i can easily test that by putting O2 in a jar & leave it in the window, i dont have a spectrum analyser but i can tell O3 by smell, i bet my tesla coil generates 100 times more O3 than sunlight.

I need to get the O2 from my work, it may take a week or so....

Most of the wierd chemicals found in our atmosphere weren't there 100 years ago. Doesen't that say enough?

Patented a process of making nitrogen compounds using high voltage?

He wouldn't have patented lightning making nitrogen compounds.

And of course, nitrogen compounds can be make by numerous methods.

Atmospheric burning of nitrogen, i don't know what for, but i know that nowadays it's a time & energy consuming process used in chemical plants, i worked them for 5 years.....NOX used to be used as laughing gas a mild narcotic sedative used by dentists, too much of it leads to coma & respiratory failiure.

Breathing is carbon neutral. You exhale carbon which came from the air. Burning fossil fuels is not carbon neutral.

Of course, if you stop breathing you will eliminate your carbon footprint.
