But how? slapmonkey explained how a president cannot do it, they need congress.

The President "presides" over something; do you know what that is? He/she presides over . . . the US Congress.

President has cohortative power by asking congress to pass specific legislation. Obamacare is a recent example. the President can also veto all other legislation until they pass his. In 7 years, congress has not once overidden a single Obama veto.

But all of this is moot.

Of course the president legislates. He is the chief executive, and everything EXCEPT congress and the courts do what he says. By executive order.

When the EPA decides to declare your farm a "wetland," and forbid you from ever growing crops there again, or even from selling the property(!), They make up their own procedural rules, "as directed by the president." Congress has no say-so.

When the government says the State of Alaska cannot shoot the excess wolves in its forests, that are decimating the remaining caribou herds, is it Congress who limits Alaskan sovereignty? No; it is the U.S. Fish and Wildlife Service, as directed by the president," in defiance of their own biologists. (true story).

The president doesn't need congress. (S)he has a pen. And a phone.
