Something similar to your idea has been passed around before. I apologize in advance because I don't remember his name, nor did I ever get a chance to read his report, but a couple years back there was a "biblical scholar" who claimed he had proof that jesus and god were completely made up by the Romans as a way to keep the masses in check. Supposedly if they had some sort of hope to believe and focus on, it helped keep them calmer during very bad times.
I remember hearing one winter that he would come out and report on his findings, but I never saw them. I don't know if he fell through with it, or if I just wasn't able to find it.

I don't know i the romans had anything to do with it- my history isn't that great... But I've always known that it's just made up.
Could very well have been a collection of stories passed from parents to children for generations, and then when writing became a thing it was condensed into a story book, then later worked into an epic saga...
Either way, it's the old new world order. Give the masses hope that things will get better, and fear of doing wrong.
