Yep, human capital... good term. The reservation communities continue to believe in democratic policies which is sad. She truly doesn't care about minorities, only the votes they will deliver. She only cares about who can dish her the most cash and inner cities or rural reservations certainly don't have any of that.
The whole ideology of perpetually helping people with handouts, guarantees a perpetuation of their poverty. I am totally for helping people, but we should focus on helping people become independent and help them develop upward mobility. Welfare and handouts for poor people is a cottage industry unfortunately.

Couldn't agree with you more. Unfortunately, it's a cycle that is next-to-impossible to stop now because democrats see it as buying votes while republicans see it is a death sentence to their political careers because the minority vote has become strong and republicans walk a tightrope to convince them they truly want to help but not with endless welfare. I agree with you, real help to Indian and black communities would be to help them achieve self-sufficiency and independence. Most of my people here think I'm crazy cuz I'm one of only a few in our community who hold these views and that's really sad.
