Because conditions are very rarely right at that level. They are at high altitude. There's a huge difference between conditions at the two levels.

It depends on atmospheric pressure (and therefore altitude), temperature, and relative humidity. In order for persistent contrails to form at the surface (1000mb) these conditions would have to be met:

Temperature: -32ºC or less
Relative Humidity: 75% or greater
