Because in many places it was the Church, not the state, that took up the challenge to bring education to the masses. Even going back to the medieval period, it was the Church that required a free education to be offered to any who were too poor to pay for it themselves.
A fact often lost on atheists is that many of the things now considered central to a healthy and happy society - education for all, welfare support for the poor, etc - were the product of the Church, not the state.

A central and happy society happens because there are actually decent people in this world attempting to make the it better. A true good person is someone who doesn't do so just so they can make it to a possibly made up afterlife where they can be rewarded, if you live your life to be rewarded and don't do so out of the kindness of your heart, then you are missing the point.
