IMO, anyone who is thoroughly investigated - - something is going to be found. Doesn't matter who you are.

The question: is there any intentional wrong doing with purpose to commit a crime, or breach.

As before, new regulations will be put in place to close those areas found to be vulnerable.

The fact something was found should not be a surprise, or unexpected.

Federal law decides what is applicable. Mishandling classified information is a little different than making 'some mistakes' or 'cutting some corners', etc.

People who have held clearances understand the gravity of the situation.

Evidence by itself has little value.
