While I can't speak for the rider in question, all the scooter and bikers I know with loud pipes do so for their own safety. Most car drivers pay less attention to their surroundings than bikers since they are encased in enough steal and plastic to spare a glance at their cellphone or radio. The added noise dramatically reduced the number of cars and trucks that nearly ran me over when I would ride. As the bumper sticker says "loud pipes save lives."
With that said I can name a few neighbors around here that just do it to be obnoxious.
And as a side note for the diesels mentioned above, many have to be left to warm up to avoid damaging the engine if they haven't been running long enough. A somewhat necessary evil for those in need of such a vehicle.
