Maybe I should have put an explanation of the WOW! signal in the OP I just assumed (yeah, I know) that people knew the numbers and letters were signal strength

Not at all. My exposure to this has been limited over my lifetime to the variety of SETI programs on TV and they never once related it like here in this thread. I never knew this, betting most lay persons don't know it either.

Can someone fund me an RF oscillator to reproduce the 1420.46 MHz WOW sugnal. It of cause won't prove the original WOW signal came from an oscillator but at least I will get a free oscillator.
