Scientists studying images from New Horizons pass of Pluto's icy moon Charon believe it may in the past have hosted a sub surface ocean , the image below suggests that as the ocean cooled over time the creation of ice expanded the Moon causing the moon's surface to stretch and fracture.

The other Moons in our Solar System believed to host liquid oceans ,Europa ,Enceladus and Ganymede are considered possible locations to search for life and could perhaps be representative of other Solar Systems in the Galaxy / Universe , maybe the vagaries of Planets make life on them uncommon or short lived but the protective environments of Ice coated Moons give life on them a much better chance .... unless they loose their heat of course.

There seems to be a lot of water in our Solar System with much of it sloshing about on Moons of planets that can't host life , perhaps our Solar System is not the exception and there are far more habitable Ice covered Moons out there than Planets , I wonder if it's possible that there are many intelligent civilizations out there but we will never find evidence of them because they're aquatic and living in sub surface oceans on the Moons of planets rather than planets themselves , perhaps the Aliens are Silent because They're Fish , or rather , aquatic.

As with my similarly titled thread these are just the musings of someone who wants to find other life out there and trying to make sense of the apparent silence.

That is an interesting thought for sure. What do you mean by intelligent civilization though? One like human or one like something else entirely? Very excellent op gortex!

Maybe.

We move about on the surface of the Earth through air -- but air can be considered to move and act like a fluid when you get right down to the physics of that movement. So why not have aliens that move around the same as we do through a fluid, except that their fluid is denser and more viscous?

By intelligent I'm thinking species with rational thought , culture and society , not exactly like ours but something we would recognize ... if we met them which given their location would be unlikely.

So the space ships are huge reservoirs to provide them with a comfortable travel environment, and when one crashes the entire crash site is flooded. Like what used to be Roswell, is now Roswell Lake.

Very interesting theory but why stop at fish? Aliens could be silent because they could be monkeys, cats or an altogether "alien" life form. The bigger question is, what do you class as intelligent civilization?
Take ants for example, they build cities, they have a very structured life and in reality they are one of the most successful species on Earth. Yet they will never build a radio, they'll never build and fly a space ship, but they could achieve world dominance if the scenario was right.

Because you'll only see them if they let you. They're millions of years and more, ahead of us in technology. We only see what we're allowed to see in our solar system/universe, world even.

I think that's true , there is an argument that higher intelligence may be a rarity and may wipe itself out before it gets a chance to announce it's existence , perhaps being aquatic would give a species a better opportunity to advance as things don't go bang underwater unless encased in something that can't be created under water .... metal.

Lots of aquatic deities floating around in history. And let's be honest, from space, to a fishy alien, the Earth must look like a bloody enormous water park!

Insects display "emergent" behavior rather than abstract intelligence. There are virtually unlimited ways that life can evolve and what we would recognize as intelligence emerge. There is only a narrow range of intellects we would be able to communicate with, though. We can only communicate with beings whose intelligence emerged in a similar environment to our own. We have cohabited this planet with extremely intelligent aquatic mammals, and have only recently begun to understand how they communicate.

I don't know about Charon but on Pluto the bait of choice would be a mouse...Mickey Mouse!

There is actually a team developing a submersible to be controlled by a lander on the surface. It would use AI to make exploration decisions as the time lapse from Earth would be too great.
