In summary- the POTUS, as the head of the executive, has implied total clearance and might be the only person in government who is outside of the usual legal process for declassification of classified materials.

That isn't to say that the Prez cant be held responsible for US losses due to their mishandling of classified information- but if it is something that lies within the legal definitions of the US classification scheme- he is the top dog in that legal and military framework so has plenty of authority to investigate.
