Ramadi is a strategic victory for Iraq as well as a morale boost for the troops who were embarrassed when ISIS stormed through.

That makes no sense...

Iraq and Iraq are now quite close. Iran is supporting Iraq in it's fight against IS, whom they are ideologically opposed. The US is supporting Iraq (and has publicly said it is willing to talk to Iran to work against IS) and has taken no action against the Syrian Government (they even inform them of strikes against IS).

So how, exactly, is this related to some fantasy about NATO and Russia? Or even, how is this related to "control of territory" or "petrodollars"?

You're getting more and more confused as you try to shoehorn your conspiracy theory into the real world.
