This joint training is occurring right now at Langley.

Not without interest, all three are currently involved at the same time in Syria.

A crash course in co-operation between the three nations in light of the S-400 threat?

All three nations have been concerned for years about A2/AD problems. Other than stealth aircraft, the forces of all nations are extremely vulnerable to the problem. This is a way to learn to work both with non-stealth aircraft, and stealth aircraft, and develop tactics to combat the issue.

How would that work. Would F-22 always be sending out FoF signal to foreign craft in combat situations .

The F-22 has the ability to act as a miniature AWACS platform, sending data out to other fighters in the area. It can also use it's ISR ability to help with targeting of ground targets for other aircraft. The main problem is the fifth to fourth communications protocols.
