Well, tell that to the propane tank attached to my gas grill. When the fire is on in the grill on top, will shooting the canister below cause an explosion?

I do not think that would even do anything. You would probably need just a minute amount of liquid and mostly air for the proportions to be right.

What do you think will happen with AP steel-core or steel jacketed?

And i know for a fact it will if you have incendiary rounds or hand loads with thermite......

But then again i can only assume the tank had propane in it, i have no idea how full or empty it was and we never got close enough to check......

Anything is possible i guess but lead and gas a bomb does not make.

Nothing, propane tanks do not explode when shot. There are plenty of YouTube videos showing what happens when you shoot them with a large caliber projectile.

It still will not explode. The worst that will happen is that the escaping gas will make the propane bottle act like a projectile.

University spokesman Bill Smith said the man was taken into custody about an hour after the incident began. The university lifted a lockdown for all parts of campus except for the east side of the student union.

Jonesboro Police spokesman Paul Holmes identified the man as Brad Kenneth Bartelt, 47, of Jonesboro. A day earlier, officers went to Bartelt's home after receiving a call about a Facebook post where he said he was "suicidal and now homicidal." In the post, Bartelt referred to an incident with the Social Security administration. Officers said Bartelt was already seeking medical attention, according a police report.

Listening to the news conference, it sounds like he was purely suicidal. Police chief said he had the shotgun under his own chin and was dousing his own vehicle with gasoline.

Active shooter? No shots fired. More fear mongering news headlines. The news people should expand their vocabulary.
