You land then you takeoff, all hangers are closed and no one is around, I did it for years in the military. I did get a tour of Tonopah after the first gulf war when the cat was out of the bag with the F-117.

Not always. We watched two 737s sit at TTR for hours, including while they moved something out of a hanger and did some work on the ramp with it.

That has only been my experience, they do have a "secure lounge" that has no windows but does have refreshments, so maybe on the long down time the crew is moved to the lounge first. None of my down times were very long 3 hours or so.
