They don't have much choice.

From what I understand, either they raid or they let them die one by one. If they raid, at least some have a chance to get out.

French television reported that one of at least two explosions had struck near Paris at the country’s main sports stadium, forcing the hasty evacuation of President François Hollande. The explosion occurred during a France-Germany soccer match.

Seems like there is a Media black out on any new information, I assume operations are being carried out against the militants. I doubt there will be any new information for some time.

-8 explosions and gunfires reported near Bataclan. Assault has been possibly launched.
-The city hall of Paris advised to not leave home.
-5 Metro lines are now closed.
