Here's a similar situation, sans fish.

... look at the skinny shadows from the bear's legs.

I would take it all the people crying "fake its been Photoshopped" have never been to a place like Yellowstone or a similar park where you can see dumb humans doing dumb things like staying that close to bears..

Look up russian playing with bear. There is a guy who wrestles his bear on the side of the road in russia. Many videos of it. Might be one of his bears or some other bear trainer

Once you zoom on the image, it become quite obvious that it is photoshopped. None of the people are actually looking at the bear, but past it at various things out of the field of view. The light source, comes close, but doesn't match up. The bear leaves no wet tracks on the pavement..

'shopped.

I say it's real.

Because guarantee that the Bears do this every year when the salmon run. When you build a road next to a river that has a high density of salmon and bears, then I assure you that some of those bears are going to cross the road.

It's probably a yearly tradition for them to go and watch the bears eat the salmon. And that tradition obviously caught attention for this photographer to come there and know a bear was going to cross the road to take a picture.

They aren't very awestruck looking when looking at the bears because they've probably seen them about as many times as you have seen a common tree squirrel.

The picture is real.

The debris from the bear shaking itself is blurring out the lady in the back.

REAL PICTURE.
