A person can decide not to press charges.

A victim who is threatened or coerced not to press charges just adds more charges to the list.

In the end charges or no charges is completely dependent upon the Prosecuting Attorney )that does not need a victim).

My gut feeling is that the case against Dylann Roof has some weaknesses in it, and they are trying to pressure Meeks to testify against Roof with made up testimony about Roof's homicidal intent. I have yet to see any hard evidence that Roof shot anyone. Have you?
