The infrastructure that handles cellular isn't unlimited so when something breaks some place in the PSTN it's going to impact multiple locations.
As for carrier intercepts just because someone hasn't heard that message before doesn't mean they srent common. Any time cell infrastructure is
saturated, for whatever reason, you are going to hear an intercept..most times it won't be the same as what you would hear when a CO was down but that
doesn't mean you can't hear it when an unexpected outage occurs.
Complex networks break and 99.99999999% of the time it's either human error or hardware failure.
