Why does it have to be localized? Molecules can be moved around, like a magnet to chips of metal. If natural clouds can move, why can't man made ones?

It could be but in the way of cloud seeding manipulating the weather shows your in control of what happens...you know that with cloud seeding it is a virtual crap shoot for results.
But I guess it's all in how you look at it.

Operation Popeye (Project Popeye/Motorpool/Intermediary-Compatriot) was a highly classified weather modification program in Southeast Asia during 1967-1972. The cloud seeding operation during the Vietnam war ran from March 20, 1967 until July 5, 1972 in an attempt to extend the monsoon season, specifically over areas of the Ho Chi Minh Trail. The operation was used to induce rain and extend the East Asian Monsoon season in support of U.S. government efforts related to the War in Southeast Asia. The operation seeded clouds with both silver iodide and lead iodide, resulting in the targeted areas seeing an extension of the monsoon period by an average of 30 to 45 days. As the continuous rainfall slowed down the truck traffic, it was considered relatively successful.[1] However, resultant rain and subsequent flooding of the nearby Song Con River is sometimes blamed for the move of POWs from the prison camp at Son Tay and therefore, the failure of Operation Ivory Coast.[2]

Any cloud can move. Wind is a powerful thing. But it doesn't look like we have the power to control weather anymore than localized cloud seeding. If we cold make rain from thin air, I think CA would not be where it is today. Way too many cash crops failing for action not to be taken. Plus, that's the headquarters of the Illuminati. Jay Z AND Beyonce' live there. Plus Madona and all the other high ranking members.

I think you might be missing a bit of key information. Of all the trials and work being done with cloud seeding, there is the idea that a cloud that could have dropped rain is the type that needs to exist in order to be seeded, and it may have rained on it's own, so the validity of cloud seeding is a bit questionable. In Viet Nam with Operation Popeye, they seeded relentlessly and never really let the clouds go. With a saturated canopy and hot humid weather, more clouds formed and they seeded some more.
I had heard that some work in Australia proved that seeding with whatever technique they used did work. I got that from Chadwicus, who lives and works there.

The cone in your bass speaker is attached to a linear motor, in the form of the voice coil and magnet. The voice coil moves the speaker.

Random vibrations do not cause net motion. Above absolute zero, all molecules vibrate all the time. They don't, however, move in any directed fashion.

HAARP is a high frequency radio transmitter. It's not particularly able to move clouds. It can't "vibrate" a cloud into directed motion, any more than your local AM radio station.
