Truble is like tunisia gun attack.

you go to your countries local embassy.
if they dont have one then go to the next best countries embassy.
no embassy at all go to airort and try to get out.
will need money for that.
or go to a church.

I had a friend stranded in Israel for several days during 9/11.

Best tip, take plenty of money and credit cards and wear a money belt.
Pickpocket thieves thrive in many European holiday places.

I was on a fishing / diving trip to the west coast of Mexico a few years ago and two of the men in my group took my jeep into town about midnight with out my knowledge, and turned it over on the way back. the driver was beat up and the other was killed. A great trip went straight to hell in moments. I can tell you with compete confidence, you can only depend on yourself and your traveling mates.

The U.S. Embassy was some help but I got good at the twenty dollar handshake. In three days we had a trial, funeral, the driver out of jail, and had the body on the way home on Monday. The accident was on Thursday night about midnight and thus began a whirlwind of hellish task. The driver was in jail, the rental company dinged my credit card for 28 thousand dollars U.S. We had to secure a death certificate from the ME at the Territoreal prison in La Paz. While I was there waiting to see the ME a prisoner was being torchered in the next room.

The night before we were to fly home my friend asked me to clean up his friends bloody personal possessions before sending them to the widow.
This was the lowest point in my long long life, I hadn't had much sleep and I didn't sleep at all that night. The moral of my story is stay out of trouble and keep your game face on. You may have no rights in the country you visit.

Yes im pretty sure we could get out of an emergency and protect others in a situation but prevent?
We have to stop being at threat just for being somewhere-
