And effectively end ALL Internet discussions on firearms??

Commonly used and unregulated internet discussions and videos about guns and ammo could be closed down under rules proposed by the State Department, amounting to a "gag order on firearm-related speech," the National Rifle Association is warning.

The provision in question-

Paragraph (b) of the revised definition explicitly sets forth the Department's requirement of authorization to release information into the ''public domain.'' Prior to making available ''technical data'' or software subject to the ITAR, the U.S. government must approve the release through one of the following: (1) The Department; (2) the Department of Defense's Office of Security Review; (3) a relevant U.S. government contracting authority with authority to allow the ''technical data'' or software to be made available to the public, if one exists; or (4) another U.S. government official with authority to allow the ''technical data'' or software to be made available to the public.

The requirements of paragraph (b) are not new. Rather, they are a more explicit statement of the ITAR's requirement that one must seek and receive a license or other authorization from the Department or other cognizant U.S. government authority to release ITAR controlled ''technical data,'' as defined in § 120.10. A release of ''technical data'' may occur by disseminating ''technical data'' at a public conference or trade show, publishing ''technical data'' in a book or journal article, or posting ''technical data'' to the Internet.

This proposed provision will enhance compliance with the ITAR by clarifying that ''technical data'' may not be made available to the public without authorization. Persons who intend to discuss ''technical data'' at a conference or trade show, or to publish it, must ensure that they obtain the appropriate authorization.

Now, they could pretty much call any discussion "technical", such as .308 ballistics, trigger pull length, etc.

Hopefully SO and the crew are keeping up with this.

US is headed for a police state. We know that because the trend towards secrecy. Censoring everything, Poltical correctness in speech and text. All point to one eventual outcome.

The U.S. is already a police state. We're simply struggling to come to terms with it due to our entire youth being "educated " on how great we have it and how our rights are protected by the constitution and amendments. No where are there classes explaining the laws that have taken them away to the children of today.

The U.S. is already a police state.

Not quite. When they actually round people up en masse for their opinions on the internet, then we'll be there.

I thought this was more of a block to the 3D printing capabilities out there rather than "gun speech".

Deplete ammo stores - check
Eliminate ad hoc manufacturing - check
establish national registry - check

Stage would be set for a total gun confiscation and ban (well a peon gun ban at least).

That would eliminate a great access of intelligence. ATS is a good way to keep an eye on all those "Tin Foil Hat" Red ,Commie, Weirdo's

From my understanding, they are talking about technical data. As in machinist specs, and other firearm technical information like velocity, drop of projectile, etc, being sent out of the jurisdiction or posted where other countries with gun laws so strict as to make this technical data illegal. THis partly goes to the UN Convention on Small Arms Treaty.

One target the US Government is onto is the 3D printing files that would allow anyone to print potentlily illegal gun parts, making the untraceable and parts to make weapons fully automatic. However, we all know these things shape shift into other uses once the laws are on the books. Think of this though, there are many many files out for the CNC Milling machines and lathes. That is all you need and a good press and drill press. Not a lot of investment, but there are hundreds of thousands of these machines everywhere that in ecent of something revolutionary could be hidden underground and used to manufacture ubiquitous automatic weapons like the AK, AR, SKS, etc. I don;t see stopping the data that is out and available if you know where to find it. Besides any machinist, and some mechanics could learn quickly to manufacture these arms.

That and the fact of the worked hate of the US, would bring foreign military covert ops and advisers to get the American people trained, bring in heavy weapons an ammo, first and medical aid and doctors, and food and possibly air support. Why? Because they want the American government taken down. Supporting the people would be the best way and would protect their countries. Foreign plans have been in place for this exact scenario. I don't this 95% of our own military would stay loyal to the government. Our police, federal agents. and military all took oaths to defend the constitution and the country even from a tyrannical government. And you can;t just look at current military. Our country is flooded with veterans, expert marksman. and military operations in gorilla war. The govt. couldn't handle Iraq the size of a single state. The US is huge and armed to the teeth. You can't wage war hiding in Bearcats. The leaders have a fallacy. Ever hear the term "Brothers in Arms"? That is often a feeling between soldiers of differing sides and countries. They are all warriors and now more that ever are aware of the elite and politicians deranged ideas and will not be part of it. Military privy to the real potential orders are planning on jumping ship to the citizens side. Desperation will ensue. But, imho, this is what will change everything to a try free society and be able to take government to remove the ridiculous laws and CFR and go back to a constitutional based legal system with common sense laws of protection. Ladies and Gentlemen. The only reason govern, ent wants to foment civil war is to have us kill eacj other. They know that they are a minority and the US is huge and the citizens and militias are armed to the teath. They have outside assurances from countries I won't mention to supply large artillery (guns), and medicine, doctors, etc. So, don't panic. It will be bad to start, but in the end, the elite will be destroyed along with every traitor to our country. We will suffer for a few years, but will come out a much freer Nation and People in the end. And then we can set up a new true new government responsible to the people and limited powers.

Thanks for the post. My main concern is their definition of "technical" info...they could call any discussion this I'd bet.

Except that it is defined.

(a) Technical data means, for purposes of this subchapter:

(1) Information, other than software as defined in §120.10(a)(4), which is required for the design, development, production, manufacture, assembly, operation, repair, testing, maintenance or modification of defense articles. This includes information in the form of blueprints, drawings, photographs, plans, instructions or documentation.

They have already issued an internment protocol and manual to comply. We are very, very much teetering on a police state now.

No. This will have zero effect on ATS or anybody else, outside of people in the weapons industry who already have similar regulations to follow.

this section does not include information concerning general scientific, mathematical, or engineering principles commonly taught in schools, colleges, and universities, or information in the public domain as defined in §120.11 of this subchapter or telemetry data as defined in note 3 to Category XV(f) of part 121 of this subchapter. It also does not include basic marketing information on function or purpose or general system descriptions of defense articles.

Good to know. I saw something that said it would be illegal to discuss things like that unless you had a permit. I thought it was odd. Thanks.

I think you are right about the outcome of a new revolution, a lot of people will leave the military and fight for the people who they swore an oath to protect against enimines foreign AND DOMESTIC ....and as you stated if they can't win in tiny Iraq how do they expect to win here?
