The image is not good enough to tell for sure, but it could certainly be just a blurd, similar to these blurds below (although the below blurds are more bird-like):

Well, the PGA tourney was in Ponte Vedra Beach, Florida.

It's not out of the question at all. A blurd was my first thought.
