Apparently, the majority in Congress has sufficient reason not to rely on the opinion of the State Department oe the Executive branch.

If the executive branch had nothing to fear from a direct communication from Israel, they'd encourage his address, not inciting fear by saying it would worsen U.S.-Israeli relations. A threat by any definition. All the more reason to hear him out, methinks....
