Couldn't impeach him he fled the country the moment he found out about the investigation into his corruption was being completed. He tried to stall it as long as he could and tine ran out. Knowing this would lead to jail time just like happened in the past he left.
This only left one option for the Rada so they held a vote to accept his resignation. Since he fled to where abouts unknown later learned to be Russia.

By the way he later refuses to return to Ukraine to fight the charges. Even his own party by this point wanted him gone the corruption was by this point all over the news as documents showed up in his estates showing bribes and payoffs and phony businesses. If he had stayed the results would have been the same he would have been impeached and thrown into jail. With his flee into the night he snuck out of Ukraine and can now live in Russia free from any prosecutuon. So the bottom line he snuck out to avoid prosecutuon for the corruption charges that were being investigated. It was said he received a phone call from the finance minister and within hours fled the country. Go watch the videos or was taped when he left in the middle of the night and it was no business trip he was packing crates full of stuff not something you do if your fleeing for your life. But that aside the next morning the Rada goes into session they have no contact with Victor videos surfacing of his flight to avoid prosecution and his presidential offices abandoned. At that point all they could do was take that for his resignation. A resonanable response to a president that went AWOL.

Really than feel free to explain how it's illegal. Followed Ukrainian law as was written in there constitution. Now it didn't follow Russian law or US Law but again they are Ukrainian so they don't have to. Though Oddly US Law has a very simliar in regards to removing an active president in a case of treson. Oh might find this interesting as you explain why it was illegal need to look up the preceeding that occurred might surprise you when you find out who controlled the RADA.
