If I was an outright conspiratorialist, I would speculate that the GOP fought hard to cut/defund Homeland Security because terrorist attacks on the homeland always boost conservative sentiment in the US population. Another significant attack before 2016 would near guarantee the GOP the White House and they would have full control of all branches of government.
