So far it is not. I've read multiple tweets from people saying their trains are running out of LB or that it is now reopened.

As for others, some say they are still at a standstill. One post mentioned officers with dogs boarding trains and sniffing.

It updates every 40 seconds, forgive me if I miss anything

Was probably some drunk saying Im going to kill you all and they went for over kill. At least they didnt shoot them in the head 8 times

I know it wasn't directed to me but I will answer It Means London Bridge. Trains are running out of London Bridge.
