They may not follow through on a lot of their threats, but i feel that all of this can be compared to the boy who cried wolf. We will never expect them to follow through on a threat, but one day, they may very well do, and we will be taken by surprise.

Yes, they actually do. I can point to the recent tensions between the DPRK and South Korea over the last year or so. One such threat of which the Northern state followed through on, was the closure of the jointly ran Kaesŏng Industrial Park. That was a huge development. There are more threats which were followed through on, too.
