Kentucky State Police have declined a request to investigate an officer-involved shooting that killed a 19-year-old woman, but will provide support for the investigation.

On Thursday, Sheriff Michael Helmig said that he had reconsidered his initial decision to have his department investigate the incident after questions were raised concerning the appearance of impropriety.

Helmig said he opted to call in an outside agency to "dispel any thoughts of cover up or favoritism."

But Thursday afternoon, the sheriff's office said the request had been denied, "in part, citing policy and current protocol."

Seems like the Sheriff is trying to do the right thing here, for once.

It's unfortunate the KSP will not investigate but, according to Commissioner Rodney Brewer, will "provide any support for your investigation including but not limited to use of our LEICA forensic scanner, expediting lab requests and any other technical or investigative assistance you need."

I read some of the comments at the bottom of the article and one person mentioned bringing in the Kentucky Bureau of Investigation to take the lead on this. To me, that sounds like a fabulous idea. This case isn't as clear cut as one may think. Many witnesses saw the LEO "jump" onto the hood of her car and then opened fire, four times, killing 19 year old Samantha Ramsey.

I just don't understand why such deadly force was necessary and really hate to see this kind of tragedy so close to home. I pray for all involved and pray justice will prevail and the truth will come out. Just a sad, sad story.

I guess it makes sense that KSP won't take over the investigation, its a shame tho cause it would help to dispell any allegations of an unfair investigation.
Or the sheriff knew they wouldn't pick this up and it is all lip service, lets hope not.
Deadly force was needed cause the cop got mad that the person was trying to run away. No need to chase, jump in front of the car so you have reason to shoot.
"She tried to run me over, I had to shoot! I only have a second to decide or I won't go home tonight!"

This was INTENTIONAL MURDER! The deputy jumped onto the hood of the car from the SIDE of the vehicle and murdered that girl. This is per a witness who was inside the car and this video. There's NOTHING to investigate!

I saw the video but haven't really looked into any of this further. Clearly she was trying to roll out in a hurry and she had to have known there was a police officer there. OF COURSE he shouldn't have shot, that's common sense, but we all know how screwed up law enforcement is in this country and the fact that he's maintaining that she attempted to hit him, and the dash cam doesn't refute his claim, is certainly going to result in him skating charges.

We live in an Orwellian nightmare where police shoot first and ask questions later.

It completely goes against the principle of "checks and balances" that this country is supposed to be founded upon that the people who would be responsible for investigating and charging the police officer responsible have a professional, and very likely, a personal rapport with him.

Not trying to be the devils advocate, just giving the legal perspective that this could never be considered premeditated murder. It's very likely that if she had stopped she'd still be alive, and in the video she clearly acknowledges him trying to stop her, she slows down for a moment and then seems to hit the gas. Perhaps she made a fatal mistake and pressed the gas instead of the brake - we'll never know. My personal opinion is that he deserves to be charged with something: manslaughter or unlawful discharge of a firearm, but that won't happen as long as he claims self-defense.

Bottom line of all of this, a non-biased, objective party should be responsible for investigating this and filing charges if necessary.

It is generally all LEO departments' "policy and current protocol" to find their officers justified in their murderous actions, no matter the circumstances. My opinion, of course, based on a mountain of video evidence.

It seems that way. Yes, the Boys in Blue (usually) do what it takes to protect each other. However, the Sheriff in Boone County really does seem to want a fair and impartial investigation. For some reason it appears he doesn't trust his own department to handle things fairly, so he went up the chain of command, so to speak.

Too bad the Kentucky State Police have "protocols" and "policies" in place that will prevent them from taking on the investigation and put it back into the the Sheriff's lap in Boone County. Wonder if those policies and protocols are public record??

Something stinks in Kentucky and it's not horse poo!

But it does...He claims that as she was pulling out of the driveway she hit him...That's a lie...We can see it on the video...

If you watch some of the other raw footage videos of the event you can see that at least one other vehicle was allowed to leave and it was only a few seconds later that Samantha Ramsey also pulled out and was in the lane passing the LEO on her left when he opened fire. It was obvious to me, at least, that she was just following the lead of her friend who had just left and was assuming she could also leave. Judging by the reactions of her friends and other bystanders at the scene this police officer obviously grossly overreacted.

A complete, thorough and unbiased investigation is needed here and if the KSP and KBI will not step up, then it falls to the FBI to investigate.

When police investigate themselves, is it ever not biased? All cops have to do is tell a lie like "She was reaching toward her waistband" or "She was aggressing me" Or whatever boilerplate lie they use and they are found to be justified in their actions, and the DA is usually on board.

I fought a false charge once - running a red light. It never happened, and the one-red-light town cop pulled behind me in a gas station and simply decided to write me a ticket for no reason. Came time to see the judge (must have been 85 years old) and the cop lied to the judge, of course. Before finding me guilty, the judge actually said "Well I've lived here all my life and I know there is no way you could have made that light." WHAT?? He had no facts on which to base that statement, not even lies from the cop.

On the way out, I got right up in the face of the liar's rookie partner and said "I come through your town all the time. I dare you to pull me over again." I thought he was going to cry. Never got pulled over after that, though.

My verbose point here is that kangaroo courts have been around forever, and the cops have just taken it to an extreme level where they actually kill people and get away with it. They really need to be careful because at some point there will be vigilante justice served upon these murderers and DAs who allow it.
