I'm not sure satellites should even be considered part of the "race" anymore.

Many countries with many satellites, common.

If the Russians want the Moon, I say let them have it. By the time we really need the Helium-3, we'll be able to get it someplace else. Otherwise, it's cold and dead and not very maneuverable, and as far as a strategic base is concerned, you can see them coming three days away. So much for the element of surprise.

Space exploration with anything other than robots is a waste of time and energy.

I disagree, we could use helium 3 now if we had it and the water is unimaginably valuable too.

In fairness, I don't believe that the Russians will actually attempt to live up to this pledge. However, we should take it seriously and I think most of us would like to see our civilization become space worthy. Unlikeliness is scarcely evidence of impossibility.
