If this IS a viral marketing thing I give them kudos for purposely make it look screwed up enough to make it look real. I say that because there are hundreds of places you could copy this stuff in english from, but it's obvious this person copied code from a Romanian, Ukranian, or other-language site. The code comments are in broken english. The România, Pitesti thing makes me think that it's not actually meant to point there, they just put it in as a placeholder for what they plan to put there. But because that is the default location of the code they copied it is probably from a Romanian site, and thus written in Romanian.
The Google Analytics domain pointer - creative-ispiration.com - is for an italian web design site. So I am guessing this is the firm or designer. That or it is again copied code with filler info from a non-english site.
So either a sloppily done site by a non-english-speaking coder. Or a marketing ploy. Let us ruminate on these ideas.

Those are just Domain Name Servers, they mean nothing. They are just computers that translate names (www.whatever.com) into IP Addresses (185.56.21.2)
Florida Company Facing FTC Lawsuit for Spamming

spam lawA Florida company has been hit with a lawsuit by the FTC for sending out misleading and downright threatening spam about the Affordable Care Act. The agency says Kobeni Inc. and its president, Yair Shalev, sent out thousands of spam messages between May and August of last year warning recipients that they needed to click on the included links and sign up for insurance or they would be breaking the law. The messages lied and said the deadline for getting insurance or be fined was in August when the requirement did not go into effect until last month.
“Today is the deadline to make your [healthcare] election or be in violation of federal law,” one email said. Another gave a false “final warning” to consumers, saying the healthcare act required people to have health insurance in August. “The President made it mandatory for all U.S. residents to have active policies,” the message claimed.
The links actually led to sites full of ads, and presumably were providing the company with ad and/or affiliate revenue. The FTC also says the emails were in violation of the CAN-SPAM Act because they provided no way for recipients to opt out of receiving further messages and contained an invalid address for the sender.
