In 2025 US aerospace forces can "own the weather" by capitalizing
on emerging technologies and focusing development of those
technologies to warfighting applications. Such a capability
offers the warfighter tools to shape the battlespace in
ways never before possible.
A global network of sensors provides "weather warriors"
with the means to monitor and accurately predict weather
activities and their effects on military operations. A
diverse set of weather modification tools allows manipulation
of small-to-medium scale weather phenomena to enhance
friendly force capabilities and degrade those of the adversary.
HAARP is a Pentagon sponsored radio physics project, officially
intended to expand knowledge about the nature of long-range
radio communications and surveillance using the fluctuating
Ionosphere.
