The U.S. obviously wants to surround China with nuclear weapons-Japan has been seeking them, and now this. It's just like during the Cold War when we put nukes in Europe. I would say that giving Vietnam nuclear anything is an extremely bad idea, unless the US puts advisers on hand to make sure the technology is handled properly. While the Vietnamese are bright, they have a shortage of competent people in the nuclear sciences and their country is still barely out of the agrarian stage. Not to mention, the Vietnamese hate the Chinese with the fury of a thousand suns.
