Looks like a sharpener of some sort. But for some reason, a food tool comes to mind.

I had thought of something guitar string too, but thought it looked like it was hard plastic, and didn't think it would clean very good... But Congrats on bein the Closest!
I'm drawin a total blank now however on it maybe being instrument related........

ok bud.... Dunlop Tires. It cleans the treads?
