Vulnerable Dems want IRS to step up

What offends me the most is that the IRS employees are going to be given big bonuses as incentive to perform better this year, since they did dismally last year. Aren't bonuses supposed to be a reward for a properly done job after the fact?

If anything, the IRS needs to be culled signifigantly.
