I think it all depends (Whether or not you see a "ghost") on if they want YOU to see them. I believe they are here...around us, always. I recently

Though I think they can consciously make themselves known to humans if they feel it is neccesary for that person to see them. My grandmother claims
she was laying down when her dead uncle came to her and told her to get a Doctor's checkup.
Three days later she had a heart attack.
She's still alive, but she always tells me that next time she'll listen.
