Phoenix grocery store with bare shelves......reason?

My guess would be that the owner of the store is behind in payments to their suppliers. It could be mismanagement of the business and nothing more, especially since its a small business. I have a local gas station near me that has been out of diesel for over a week now and I do know it has new owners. I'm guessing its a cash flow problem and not paying suppliers.
