I personally wouldn't look too much into this, myself. It's quite easy to construe a darker, deeper meaning behind this patch design given the agency it's attached to, but it could have also been designed lightheartedly by some individuals within. A tongue-in-cheek lampoon in order to get some chuckles, if you will.

The phrase "a thousand points of light" was popularized by US president
George H. W. Bush, and later formed the name of a private, non-profit
organization launched by Bush to support volunteerism.
Where have we heard this referenced before?
Here is a relevant quote:
"The political world of the Open Conspiracy must weaken, efface, incorporate and supersede existing governments....The Open Conspiracy is the natural inheritor of socialist and communist enthusiasms; it may be in control of Moscow before it is in control of New York. . . . Do you believe in the existence of an "Open Conspiracy" as described
by HG Wells in his 1928 book of the same name? When I first read this
work I was still in high school. I had wondered if the man had some psychic
ability... but much later I read more material that showed who he was
connected to in his life, and how THEY were connected... at which point
one can no longer deny that this IS a plan. Wells called it the "Blue Print
for New World Order" and so it is. NWO = OWN (spelled backwards)
In his "Illuminati bloodlines & mind control" Fritz Springmeier refers to
the Mother of Darkness castle in Belgium that has a thousand points of
light on the ceiling of the cathedral. Interesting no? Jean Nicolas and
Frédéric Lavachery also mention the Amerois castle as a place where
satanic ritual parties with children sacrifices allegedly took place.

Wells, wrote The Open Conspiracy: Blue Prints for a World
Revolution (New York: Doubleday, Doran and Company).
The Open Conspiracy is Wells' Mein Kampf — a recipe for
how to establish a world government that would, over time,
perhaps even over generations, recruit individuals and set
up institutions to create a world "directorate" to run a "new
world order."
Wells does not stand in opposition to fascism or commu-
nism, he merely sees these forms as experiments or immature
expressions of the "new order" which will be replaced by his
vision of the new order.
By the time the first edition of Wells' Open Conspiracy
bible had appeared, institutions like the Rhodes Trust, the
Round Table, the British Fabian Society, the Royal Institute
of International Affairs, and its New York City adjunct, the
Council on Foreign Relations, were already engaged in the
process of recruiting successive generations of agents, agents-
of-influence, and agents provocateurs, to the One World ban-
ner. Wells' The Open Conspiracy gave focus to the effort,
stating bluntly the long-term objectives, and highlighting the
critical importance of selecting and recruiting the best and
the brightest, albeit corrupted, minds — what Wells called the
"serious minority."
Three-quarters of a century later, Wells' "Open Conspir-
acy" is still trying to prevail.

An ongoing theme in Lovecraft's work is the complete irrelevance of mankind in the face of the cosmic horrors that apparently exist in the universe, with Lovecraft constantly referring to the "Great Old Ones": a loose pantheon of ancient, powerful deities from space who once ruled the Earth and who have since fallen into a deathlike sleep.[3]
Lovecraft named several of these deities, including; Azathoth, Cthulhu, Ghatanothoa, Shub-Niggurath, Yog-Sothoth, Nyarlathotep and Yig. With a few exceptions, Cthulhu, Gatanathoa, et al, this loose pantheon apparently exists 'outside' of normal space-time. Though worshipped by deranged human (and inhuman) cults, these beings are generally imprisoned or restricted in their ability to interact with MOST people (beneath the sea, inside the Earth, in other dimensions, and so on, at least until the hapless protagonist is unwittingly exposed to THEM... Lovecraft visited this premise in many of his stories, notably his 1928 short story, The Call of Cthulhu with reference to the eponymous creature. However, it was Derleth who applied the notion to all of the Great Old Ones.
